*ARTO office Sopore headless, transporters, people suffer*

Sopore, Dec 08 (KNO): With the post of Assistant Regional Transport Officer (ARTO) Baramulla vacant for the last eight months, transporters as well as people have been going through the miseries and are facing immense hardships.

On April 23, the government transferred and attached ARTO Baramulla Jamshed Rasool to Regional Transport Officer Kashmir while Anis Ahmad Wani, ARTO Kupwara was asked to hold the charge of ARTO Baramulla in addition to his duties.

Showket Ahmed, a resident of Sopore lashed out at the authorities and said that by giving additional charge to the ARTO Kupwara, the authorities have made both the offices defunct.

As per news agency—Kashmir News Observer (KNO), the driving licence trials often gets delayed due to the late arrival of the ARTO, even at times he fails to turn up because of his busy schedules, said a resident of Pattan.

Similarly, Mudasir Ahmed, who is a driver by profession, said that the worst affected community is the drivers community as the documents of their vehicles do not get renewed on time due to the absence of the official.

The transporters urged the administration to appoint the ARTO at the Sopore office so that people would not have to suffer—(KNO)

Top officials of the varsity informed the news agency—Kashmir News Observer (KNO) that the management will announce the winter vacations from first week of January 2023.

“As of now, we have not conducted the meeting with the deans of the university, but in the weeks time we will hold with them and will accordingly decide about the winter vacations,” the official said.

He also said that examinations of several departments have also been slated during the remaining time till the winter vacations. “We will try to culminate those exams first and then we will take a call regarding the vacations.”—(KNO)

It also noted that 50 per cent of the faculty members must remain available at once.

“The Winter vacation holidays 2023 for Faculty Staff of SKIMS will be due w.e.f. 01.01.2023 to 28.01.2023 (1st half) and w.e.f. 01.02.2023 to 28.02.2023 (2nd half). In this behalf all Heads of Departments are requested to furnish the names of faculty members who are desirous to avail 1 half/2nd half of vacation. It may be kept in view that 50% of faculty staff is available in the department for both the halves,” reads a circular, a copy of which lies with the news agency—Kashmir News Observer (KNO).

“Heads of departments must ensure that one amongst the senior faculty members remains available in the department during each half of vacation, wherever possible. No change will be entertained after receipt of the roster from the concerned Heads of Departments. The Administration has right to call back any faculty member during vacation, in case of emergencies and if need arises,” it reads further.

“It is reiterated that the departure reports of faculty members proceeding on vacation shall not be entertained unless their residential addresses /contact numbers are recorded therein,” it added.

“Further, it should be specifically mentioned in the roster whether any station leaving permission is required or not. No faculty member on duty will be permitted to avail any leave for attending conference/Seminar/Workshop entailing station permission,” the circular added—(KNO)

Jammu- The Jammu and Kashmir administration on Tuesday imposed a penalty to withhold promotion for a period of two years of a deputy superintendent of police for contracting second marriage without first obtaining the permission of the government, officials said.

An order in this regard was issued by Additional Chief Secretary (ACS), Home Department, Raj Kumar Goyal.

“The competent authority, being satisfied with the inquiry and the procedure followed in this case, arrived at a decision of imposing a penalty of withholding two increments without cumulative effect and withholding promotion for a period of two years of DySP Basharat Hussain Dar as per rule 30 of the J&K civil services (classification, control and appeal) rules, 1956, for violating rule 22(1) of the J&K government employees (conduct) rules, 1971,” the order read.

Two annual increments of Dar shall be withheld for a period of two years without cumulative effect from the date of issue of this order and his promotion shall be withheld for a period of two years from the date of issue of this order, it said.

The order said departmental proceeding was initiated against the DySP based on the recommendations of the DGP for having contracted second marriage without first obtaining the permission of the government.

The probe was held against Dar and due process was followed by serving him with memo along with the statement of imputations in support of the charge and other connected documents in 2017, it said.

Dar had denied the charge as baseless and unfounded. He, in his response, further stated that he contracted the second marriage after divorcing his first wife. The reply of his defence was examined and it was decided to have an in-depth inquiry into the charge, the order said.

Accordingly, an officer was appointed to inquire into the charge served upon the officer and the inquiry officer submitted the report of inquiry by concluding that Dar contracted second marriage with second wife during the subsistence of his first marriage without obtaining prior permission from the government, it said.

The competent authority, which examined the report of the inquiry officer, did not find any cogent reasons to change his decision on imposing penalty against the deputy superintendent of police, the order read.

Last time Mayor of the Srinagar City Junaid Azim Matoo has assured that the drainage system of Rehmat Lane shall be taken up in the next session. Mohalla welfare Committee are looking forward to see the drainage system being put in place on time.

Sopore : Vice chancellor, Sher-e-Kashmir University of Agricultural Sciences and Technology (SKUAST) Kashmir, Prof Dr Nazir Ahmed Ganaie on Saturday termed the sexual harassment case by a professor at Wadura campus unfortunate, says there is no space in the varsity for such people who lack ethics and morality.

Talking to news agency—Kashmir News Observer (KNO), the vice chancellor said the incident should not have happened at any cost.

“In order to redress the harassment related issues, the varsity within days would come up with the online grievance portal which would help the students to raise their issues,” he said.

Ganaie said that he is very proud of the students as they have enough courage and guts to highlight such issues which usually remain unreported.

“Such cases are being concealed and not brought to fore but the credit goes to the girl who not only highlighted it but gave confidence to others”, the vice chancellor added.

He also said, that restoring the confidence of students is a top priority and will give them such an atmosphere and free space where they cannot only feel more secure but comfortable too.

In sexual harassment case, the vice chancellor said, that they have already taken action against the said professor who has been alleged of molesting a girl in his office.

The professor has been suspended and an anti-harassment committee is enquiring the matter furthermore.

He said that Police has also registered an FIR in a local police station after the family of a girl approached them. “The professor was arrested hours after the complaint was filled and is under custody at police station Bomai”, said a senior police officer.

Earlier on Friday, authorities at SKUAST told KNO that a girl student (name withheld) on Thursday had complained against a RAWE programme coordinator of molesting her, following which an enquiry was initiated into a very serious complaint of sexual harassment against the said coordinator filed by girl student.

Later, students inside the campus held a strong protest demonstration against the varsity administration and accused professor, demanding stern action which led to arrest and suspension of the accused professor—(KNO)

Sopore, Dec 03 : Deputy commissioner Baramulla, Syed Sehrish Asgar on Saturday directed officers to ensure if the committees framed for harassment cases were working properly and bring the same into her notice.

The directions came in the backdrop of sexual harassment allegations against a professor by a girl student at Sher-i-Kashmir University of Agricultural Sciences and Technology-Kashmir (SKUAST), Wadura campus in Sopore.

Sehrish Asgar, as per the news agency—Kashmir News Observer (KNO) made the comments at a function in Sopore on Saturday and stated every woman has right to speak against injustice, particularly against harassment to them at institutional levels.

She also said whoever is facing such kinds of harassment may approach the institution and in case they are reluctant they may approach her directly.

She also directed officers and heads of the institutions across the district to ensure committees framed for reporting of sexual harassment cases or woman related are working properly.

“If any of the committees in not functioning that should be immediately bring into my notice for early redressal,” she said.

Sopore, Dec 03 : The State Investigating Agency (SIA) on Saturday morning carried out raids at multiple locations across the Kashmir Valley in a case related to militancy funding.

An official told the news agency—Kashmir News Observer (KNO) that raids were going on at several locations across the Valley.

He added raids are being carried out in Kupwara, Bandipora, Srinagar, Pattan, Budgam and other parts of the Valley.

Sopore, Dec 02 : The Sher-e-Kashmir University of Agricultural Sciences and Technology-Kashmir (SKUAST-K), Wadura professor, who is accused of allegedly sexually harassing a girl student, has been arrested, officials said here on Friday.

An official told the news agency—Kashmir News Observer (KNO) that the professor has been arrested, while further investigations into the case was going on.

He said the alleged accused was arrested after family of the girl student lodged a complaint against him.

A girl student had complained against a RAWE programme coordinator of molesting her, following which an enquiry was initiated against the coordinator.

Following the allegations, students inside the campus held a protest demonstration demanding action against the alleged accused professor—(KNO)
