Srinagar, Jan 06 : Director Health Services Kashmir on Friday directed all Chief Medical Officers, Medical Superintendents and Block Medical Officers to mobilize and gear up all the resources in view of the prediction of snow, so that the patients are managed properly and referrals are avoided.

“In view of prediction of snow in valley notified by the Meteorological Department, all the Chief Medical Officers/Medical Superintendents & Block Medical Officers are hereby enjoined upon to mobilize & gear-up all the resources in terms of Doctors, Paramedics, availability of drugs in sufficient quantity, readiness of fleet of Ambulances, ensuring power backup, Setting-up of Control Rooms at District as well as at the level of Sub District Hospitals and heating arrangements in all Government Health Care Institutions across the valley, so that the patients are managed properly and timely, besides, referrals to the Tertiary Care Hospitals are avoided especially when all the roads remain cut off during the snow in Valley.” reads the circular issued by Director Health Services Kashmir, a copy of which lies with news agency—Kashmir News Observer (KNO).

“They will also ensure that the border/hard to reach areas, which may remain cut off during winters have adequate medicines (emergency drugs, Oxygen Cylinders), placing of curtains on Doors, covering of windows with polythene wherever needed to keep the hospitals warm.” It states further.

Besides, all the Chief Medical Officers/Medical Superintendents, Block Medical Officers, Doctors (Medical Officers/ Consultants) and Paramedical staff shall remain stationed at their present place of postings during snow fall,” the Circular reads.

“Any deviation from the circular instructions shall invite disciplinary action under rules,” it adds further—(KNO)

Baramulla, Jan 06 : Central diagnostic lab of government medical college, Baramulla in North Kashmir has been updated with the fifteen new investigations, which as per the the doctors would enormously help in the diagnosis and management of the chronic diseases.

Authorities at the GMC, Baramulla told the news agency that the new 15 investigations include Gamma GT, Lipase, Micro albumin, G6PD, CK-NAC, Phosphorous, Magnesium, LDL-C (measured), Iron profile (Iron, Ferritin, Transferrin, UIBC), Adenosine Deaminase (ADA), Urinary Protein and CSF protein would be done on purely ‘No profit’ and ‘No loss’ model.

“These tests will enormously help in the diagnosis and management of liver diseases, chronic kidney disease, infectious diseases, haemolytic disorders and others”, said Principal GMC, Prof (Dr) Ruby Reshi.

She said, that the new advanced investigations were added to the institutional lab in the phase II which was inaugurated a day ago, however, assured the phase III of diagnostics and examinations will be started soon and would equip the institution to go for immuno essays, tumor markers and profiling and cytogenetics, the ideal services of a tertiary care Institution.

Ruby, meanwhile praised the efforts of the technical staff involved and advised them to continue the services with honesty, dedication and hard work. (KNS)

Srinagar, Dec 22 : Amid the surge in Covid-19 cases worldwide, no surge has been reported in Jammu and Kashmir Union Territory as of now.

Officials while talking to news agency—Kashmir News Observer (KNO) said that the surge in Covid-19 cases in different countries has become a cause of concern but as of now situation as of now in J&K is better as no surge has been reported here yet.

Director SKIMS Dr Parvaiz Koul on Thursday said that panic is not the answer but caution is the key.

“Covid in news again> Avoid catching COVID. Masks, social distancing, hand washing, etc all help. Masks help you avoid other respiratory pathogens too that often circulate in winter months. Avoid COVID hospitalizations and severe complications.. Vaccinations help,” Dr Koul tweeted.

Leading Pulmonologist Dr Naveed Nazir Shah said that there is no harm in taking precautions as “we are already facing influx of pneumonia cases.”

He said that in last three years, all respiratory infections were at low ebb as people were following Covid appropriate behaviour.

“No scare just caution. Better to be safe than sorry. No harm in taking precautions’ We are already facing influx of pneumonia cases. All May not be covid. By following appropriate behaviour can prevent them too… Last 3 years all respiratory infections were at low ebb due to CAB”, Dr Naveed tweeted.

Union Health minister Mansukh Mandaviya on Thursday said in Lok Sabha that, “we are keeping an eye on the global Covid situation & are taking steps accordingly and states are advised to increase genome-sequencing to timely identify the new variant of Covid-19.”

“In the wake of festive & new year season, states are advised to make sure people wear masks, use sanitisers and maintain social distance along with increasing awareness for precautionary doses,” he said.

He said that RT-PCR sampling has been already started at international airports and all efforts are being taken so as to tackle the pandemic—(KNO)

Srinagar, Dec 01 : Jammu and Kashmir government on Thursday appointed an enquiry officer to check the reports about the malfunctioning in Government Medical College (GMC) Baramulla.

“Sanction is hereby accorded to the appointment of Dr. Yashpal Sharma, Director (Coordination) new Government Medical Colleges of J&K as Inquiry Officer to enquire into the matter regarding malfunctioning in Government Medical College, Baramulla,” reads an order, issued by Bhupinder Kumar, Secretary to the Government, a copy of which lies with the news agency—Kashmir News Observer (KNO).

“The Inquiry Officer shall submit the report within a period of 03 weeks from the date of issuance of this Government order,” the order reads—(KNO)

Kulgam : Even as Heroin abuse is tremendously rising across Kashmir, the southern district of Kulgam has topped the list as the district spends Rs 1 lakh on the use of the substance, official figures accessed by the news agency—Kashmir News Observer (KNO) revealed Tuesday.

Figures suggest that Kulgam district spends Rs 1,01,660 on heroin monthly which is highest in the whole Kashmir division. The survey in this regard has been conducted by the Institute of Mental Health and Neurosciences (IMHANS) Kashmir

“Rs 9 lakh worth heroin is being consumed in Kashmir every month,” the survey reveals. It states that Rs 89,134 is being spent on heroin in Anantnag , Rs 100,202 in Bandipora, Rs 71,020 in Baramulla (lowest in Kashmir), Rs 88,995 in Budgam, Rs 79,694 in Ganderbal, Rs 87,392 in Kupwara, Rs 88,529 in Srinagar, Rs 100,165 in Shopian and Rs 81, 726 in Pulwama.

Medical superintendent, district hospital Kulgam, Afsana Bano said that addiction treatment facility (ATF) is functional at District hospital Kulgam and many patients are being treated there.

“I request parents to consult nearby hospitals if they think their child is suffering from drug abuse. Full treatment facilities for such patients are available here in Kashmir,” she said.

A police official said around 90 FIRs were lodged in Kulgam district this year against drug peddlers, around 120 have been arrested besides that five have been booked under PIT NDPS in Kulgam district.

Dr Yasir Rather Professor, Department of Psychiatry (IMHANS) GMC Srinagar told KNO that heroin, an illicit hard core drug, is mostly used by substance users in Kulgam district which is costly and that is why the money spent in Kulgam is more as compared to others.

“There is a misconception in abusers that they won’t get rid of it but such youth can visit ATF’s available at all district hospitals, where they can get free treatment and medication. These medicines and counselling will help such patients to overcome the withdrawals that they face once they try to stop taking heroin,” he said. “Once a person gets involved in addiction, it is not just the individual but the whole family gets affected. The person involved in addiction also faces other health burdens like comorbid life threatening diseases like HCV, HIV and endocarditis.”

Dr Yasir said that its overdose can lead to deaths. “There is a need for preventive measures and every responsible citizen of our society, especially religious preachers, has an important role to play. Besides, Government agencies like law and enforcement should focus on supply reduction, by stopping drug peddling,” he said.

“There is a need for recreational activities in which youth can be engaged which prevents them from drug addiction. Also parents should avoid putting too much academic pressure on their children. And educational institutions should also try to focus on mental well-being of students by counselling and educating students about life skill training at a very early age.”—(KNO)

Srinagar, Nov 21 : The cases of HIV AIDS are increasing with each passing year as 5,896 patients have been tested HIV positive in J-K so far.

Officials told news agency—Kashmir News Observer (KNO) that so far 1,362 HIV positive patients have died while 3,313 patients are alive on Anti-Retroviral Therapy (ART) while 524 patients have left follow-up.

They said that because of social stigma, people aren’t coming forward for the HIV tests and over the years the number of patients infected by HIV has shown a rising trend.

According to the Jammu and Kashmir Aids Control Society (JKACS) data, a copy of which is in possession with KNO till October 2022, total number of PLHIV registered with HIV care has reached to 5,896 and among them 1,332 have died, 524 have left follow up and 3313 are alive on ART.

Acquired Immunodeficiency Syndrome (AIDS) is a chronic, potentially life-threatening condition caused by the human immunodeficiency virus (HIV). By damaging your immune system, HIV interferes with your body’s ability to fight infection and disease.

HIV is a sexually transmitted infection (STI). It can also be spread by contact with infected blood or from mother to child during pregnancy, childbirth or breast-feeding, multi person usage of needles. Without medication, it may take years before HIV weakens your immune system to the point that you have AIDS.

Officials said that a person suffering from AIDS is unfortunately often regarded as a stigma in the society and such people often become victims of ostracism, rejection and discrimination.

They said that J-K is at a greater risk of HIV AIDS because of being a tourist destination as tourists across the world visit J-K.

They added that most of the patients who have been tested positive for HIV AIDS in J-K have contracted the disease from outside J-K.

“Drug addicts are at higher risk of contracting HIV/AIDS and if they are married or are sexually active, they transmit this to their partners as well,” they said.

Notably the first HIV positive case in Kashmir was detected in 1986, a Kashmiri businessman who had gone to Germany and possibly contracted the infection—(KNO)

Srinagar, Nov 15 : The Jammu and Kashmir government on Tuesday took away the charge of Incharge Medical Superintendent GMC Baramulla, Dr Javid Iqbal for alleged dereliction of duties while incharge BMO Boniyar Dr. Parvez Ahmad Masoodi has been directed to look after the charge of Medical Superintendent, Government Medical College Baramulla temporarily, in addition to his own work.

“Pending enquiry into the matter of dereliction of duties on account of violation of Kayakalp Yojana, Dr. Javid Iqbal Lone, Medical Officer (looking after the charge of Medical Superintendent, Government Medical College, Baramulla) is hereby attached in the office of Principal, Government Medical College, Rajouri,” reads an order, issued by Secretary to the Government, Health and Medical Education department, a copy of which lies with the news agency—Kashmir News Observer (KNO).

“Consequent upon above, it is hereby ordered that Dr. Parvez Ahmad Masoodi, Medical Officer (presently looking after the charge of BMO Boniyar) is deputed to Government Medical College, Baramulla under standard terms and conditions of deputation for a period of two years in the first instance. The Medical Officer shall also look after the charge of Medical Superintendent, Government Medical College. Baramulla temporarily, in addition to his own work, till a suitable arrangement is made,” the order added.

“Dr. Mohammad Ramzan, 1/c Block Medical Officer, Uri shall look after the charge of Block Boniyar in addition to his own duties till further orders,” it said.

“The arrangement in respect of Dr. Parvez Ahmad Masoodi, Medical Officer shall be purely on temporary basis and subject to the outcome of writ petition(s), if any, pending before the court(s) of law and shall not confer any right upon the Medical Officer to claim preferential treatment at the time of formal placement/regularization/promotion which shall be made strictly in accordance with the rules,” the order further reads—(KNO)

Srinagar, Nov 14 : The Directorate of Health Services Kashmir on Monday directed all the registered Private hospitals, private OPD clinics and clinical labs to share the data regarding non-communicable diseases with the concerned chief medical officers.

According to an order, a copy of which lies with the news agency—Kashmir News Observer (KNO) private hospitals and labs have been asked to share the date on a weekly basis in order to manage the non-communicable disease at the early stages and lessen the effects on the lives of the people.

The order stated that CMOs shall ensure collection of the data from registered private hospitals, OPD Clinics and Clinical Labs.

“They shall share the same with the Directorate of Health Services Kashmir on a fortnightly basis so as to update database at the Directorate level,” it reads—(KNO)

Srinagar, Nov 12 : Amid low temperature, the patients as well as attendants have urged authorities to make heating systems of all hospitals across Kashmir functional especially during night hours.

Several attendants as well as patients while talking to news agency—Kashmir News Observer (KNO), said that hos­pital authorities even in tertiary care hospitals don’t operate Heating System in the hospitals as a result they shiver in present harsh chilly conditions.

They said that during night hours, patients as well as attendants are shivering in hospitals, so the government must direct concerned officials to operate heating systems.

“It is very difficult to stay in hospitals main in night due to cold conditions as heating systems haven’t made functional yet,” said a patient, admitted in GMC associated hospital

He said that as of now the government should have made the heating system functional and keep them operational for a few hours during night hours.

Bashir Ahmad, an attendant with a patient at SMHS Srinagar said the authorities have not started the heating system yet.

He said that the government must take cognizance of the issue and there are chances that patients can catch cold in these circumstances.

Patients and attendants have requested authorities to start central heating systems in all hospital immediately so that they won’t suffer anymore.

A senior health official told KNO that there is a norm the heating systems in hospitals are being made functional from 15 November.

Before that the Mechanical Engineering Department concerned with the Central Heating system in hospitals test the heating systems, he said, adding that health systems will be made operational from 15th November—(KNO)

Baramulla, Nov 10 : A couple died of suffocation caused by gas leak in North Kashmir’s Baramulla district, officials said here on Thursday.

An official told the news agency—Kashmir News Observer (KNO) that the couple had fallen unconscious after the room they were sleeping in was filled with gas from a heater.

The deceased were identified as Dr Abdul Rasheed Bhat and his wife Nisara Begum of Noorbagh area Baramulla.

He said that police are ascertaining the details, however, primarily investigation suggests suffocation as the cause of death—(KNO)
