JaMMU, Dec 24: Additional Director General of Police (ADGP) Jammu Zone Mukesh Singh-IPS greeted the people and all ranks of Police personnel on Christmas, hoping that the auspicious occasion would herald peace and prosperity in the UT of J&K.

In a message, the ADGP said that Jesus Christ whose birthday is celebrated as Christmas around the world, was an apostle of peace who preached love, brotherhood and affection and cared for poor, downtrodden and needy people.

Srinagar, Dec 24 : In a bid to start renovation of Sindh Extension Canal, the water supply would remain affected in Srinagar areas for two days from December 27 (Tuesday) afternoon.

Executive Engineer Master Plan, Division Srinagar in a public notice, a copy of which lies with the news agency—Kashmir News Observer (KNO), said that some mandatory renovation of headworks of Sindh Extension Canal has to be done on December 27, 2022.

The water supply in this regard would remain affected for two days from December 27, 2022 (Tuesday) from 12:00 PM to December 28 (Wednesday) 09:00 PM.

The areas that would remain affected include Malshahi Bagh, Zakura, Gulab Bagh, Alesteng, Shuhama, Hadoora, Chaterhama, Khulmula, Basarbugh, Habak, Naseem Bagh, Pandach, Buchpora, Soura, Anchar, Bolajpora, Zonimar, Nowshehra, Baghe-Ali Mardan Khan, Zadibal, Hawal, Alamgari Bazar, Rajouri Kadal, Nalamar Nawa Kadal, Bohri Kadal, Nowhatta, Lal Bazar, Hazratbal, Sadribal, Nigeen, Saida Kadal, Karan Nagar, Chattabal, Kawdara, Eidgah, Maharaj Gunj, Zaina Kadal, Noorbagh, Saidapora, Bemina, Firdousabad, Qamarwari, Zainakote, Noorabad, Umarabad and adjacent areas.

Srinagar, Dec 23 : Ahead of Christmas and New Year eve, the hotels at the world famous tourist destination in Gulmarg are jam-packed.

Hoteliers at the ski-resort while talking to news agency—Kashmir News Observer (KNO), said that all hotels in Gulmarg are packed currently and bookings have been completed for even January and February as well.

Ishfaq Ahmad, an hotelier at ski-resort, told KNO that hotels are fully packed currently while as for January there is 100 percent booking. “For February, we have 80 per cent bookings,” he said.

He said that the season is currently going on very well, however, Covid-19 threat is looming as today two bookings of his hotel were cancelled due to rising cases of Covid-19.

Other hoteliers also echoed the same voice and said that as of now there is good season of tourism in Gulmarg and some tourists return back to get hotels in Srinagar as no rooms are available at Gulmarg currently.

He said that government is doing wonderful job in promoting this destination, however, much more needs to be done so as to decorate this world famous destination.

Director Tourism Kashmir Faz Lul Haseeb told KNO that they will be having the winter carnival tomorrow at Gulmarg on eve of Christmas and then they are moving to Pahalgam for New Year celebrations and will move to other off beat destinations also like Doodpathri, Yousmarg for other festivals.

As of now he said that they don’t have any plans of LoC tourism but in coming time all far off places like Gurez, Teetwal, Uri, Karnah and Lolab will be explored.

He said that helicopter services for Gurez and Karnah are already operational.

He said that Covid-19 is not a new thing and social distance, wearing masks as and when “we realize that precautions needs to be taken. I think we all should take those precautions.”—(KNO)

Sopore, Dec 23 : A panch in Sopore has allegedly occupied a part of an old hospital building in Bomai village with the health department saying the concerned Tehsildar has been apprised about the issue.

The old Primary Health Centre Bomai has been allotted to the horticulture department after the new hospital building became operational.

Locals told news agency—Kashmir News Observer (KNO) that a panch of Ward 3 in Bomai village namely Fayaz Ahmed Bhat son of Ghulam Hassan Bhat has allegedly occupied an old hospital building (PHC) months ago but they had alerted the concerned authorities including DC Baramulla and Tehsildar Bomai several times to no avail.

“The panch has occupied the land which belongs to the Auqaf committee and was donated for the hospital purpose some 70 years ago”, said a village head.

He said that the panch was asked to vacate the land by the concerned Tehsildar but it could not yield anything.

Fayaz, who resides adjacent to the PHC building took advantage of COVID-19 pandemic and grabbed the land by illegally dismantling one side of the fence, said Numberdar of Bomai.

Block Medical Officer, Sopore Dr Zulfiqar Sofi told KNO that the matter was already brought into the notice of the Tehsildar for necessary and immediate action. But no response was received yet from the official.

Similarly, Chief Horticulture Officer, Baramulla (Sopore) acknowledged that the accused panch has illegally occupied two rooms and encroached the lawn situated alongside the said building.

He said they have apprised the concerned office for the necessary action.

He said the entire thing took place on September 4 (Sunday) this year in the absence of field staff.

Meanwhile, Tehsildar Dangerpora, Mohammed Asif who is looking for Bomai zone said that he along with the team visited the spot several times.

He said that as per the rules the matter was taken up but the accused moved to the civil court and the matter is now there.

Srinagar, Dec 23 : The National Investigation Agency on Friday filed a chargesheet against three accused persons in a case related to cross border trade and militancy funding.

According to a statement, issued to the news agency—Kashmir News Observer (KNO), chargesheet was filed under sections 120B of IPC and sections 17, 20, 21, 39 and 40 of UA(P) Act against Tanveer Ahmad Wani of Pulwama, Peer Arshad and and Bashir Ahmad Sofi-both residents of Baramulla.

The statement reads the case pertains to profiteering and generation of funds through cross LoC trade between J&K and PoK and using of those funds for promotion of militant activities in Jammu & Kashmir.

“Cross-LoC trade was launched in 2008 via two Trade Facilitation Centres (TFCs) located at Salamabad, Uri in Baramulla and Chakan-da-Bagh in Poonch. As per the SOP of the trade mechanism put in place, 21 articles were allowed to be imported from PoK and exported from J&K. It was based on barter system and no transaction of money was involved,” it reads.

It reads after scrutinising several documents, it has come to notice that extraordinary profits were generated by excess import and under-invoicing of imported almonds by the traders.

“It has also been found that some of the cross LoC traders of PoK are crossed over militants and were backed by Hizb-Ul-Muzahideen (HM). The trade was suspended in April 2019.”

It added investigation revealed that accused persons Tanveer Ahmad Wani & Peer Arshad Iqbal were Cross LoC traders and were handling several Cross LoC trade firms, registered in the names of themselves and their friends, relatives, employees etc.

“Both of them raised militant funds by excess import than the export and by under-invoicing of imported Almonds from PoK based cross LoC traders. Investigation has established that both of the accused were also in a trading relationship with PoK based cross border Hizb-Ul-Muzahideen militants.”

It further reads after raising the militantd funds, accused Tanveer Ahmad Wani had provided funds in cash to different militants of HM, JeM (Jaish-e-Mohammad) etc.

“Accused Peer Arshad Iqbal used to provide funds to accused Bashir Ahmad Sofi, an ex-militant of HM. Further investigations in the case are in progress,” it reads—(KNO)

Srinagar, Dec 23 : The University of Kashmir (KU) Friday announced winter vacations from January-02 to February-15

The news agency—Kashmir News Observer (KNO) has leant that the Assistant Registrar of KU in a notification has said “It is notified for the information of all concerned that the teaching faculty of the main and satellite campuses shall observe winter vacation from January-02 February-15.”

The notification further reads that “However, the Heads of the Departments shall ensure that the examinations and implementation of extramunraly funded research projects etc. does not get affected.”

“The remedial classes, if any, shall be conducted in offline or online mode during vacations,” the Assistant Registrar said—(KNO)

Srinagar, Dec 23 : The Director General of Jammu and Kashmir Police, Dilbag Singh on Friday said they will deal with the challenge of drug menace the way they dealt with the challenge of militancy here.

Talking to reporters on the sidelines of a function here, the DGP, as per the news agency—Kashmir News Observer (KNO) said they will deal with the challenge of drug menace firmly and with steadfastness.

“The way police is dealing with the challenge of drugs trade in Jammu and Kashmir is beneficial for the society and people should also stand with them so that this menace is dealt with firmly and steadfastness,” he said.

He said they will deal with the challenge of drug menace the way they have been dealing with the challenge of militancy here.

The DGP also said it is shame for those who are issuing threat letters to citizens here and want to create wedge among communities, thereby derail the peaceful environment here.

“Some people are not happy with the peace and development here, but I believe people of Jammu and Kashmir will give a befitting reply to them,” he said—(KNO)

JK Revolution, Kup, Dec, 23:- One of its biggest success against drug smuggling and peddling in the district, Police has arrested 17 persons including five policemen, a political activist, a Contractor and a shopkeeper from different areas of district Kupwara and Baramulla unearthing another narcotics smuggling module originating from Pakistan. Working relentlessly to identify and act against the drug peddlers active in the district Kupwara, police zeroed in on some drug peddlers active in Kupwara town and its adjoining areas. On a tip-off one Mohd Waseem Najar-a poultry shop owner son of Ghulam Mohd Najar, resident of Darzipura, Kupwara was arrested with some quantity of narcotics from his residential house. After preliminary investigations, Waseem admitted to be a part of a big group of drug peddlers and disclosed names of some of his associates belonging to this district as well as Uri area of district Baramulla involved in this illegal trade. Subsequent raids were conducted at various places across the district and 16 more persons namely:

Haroon Rasheed Bhat (SPO) son of Ab Rasheed Bhat resident of Halmatpora, Irshad Ahmed Khan (SPO) son of Anayat ullah Khan resident of Batpora Hyama, Ishfaq Habib Khan – a political activist son of Habibulla Khan Gonipora Hyama, Tahir Ahmed Malik son of Ab Ahad Malik resident of Rigipora, Kupwara, Khursheed Ahmed Khan – dry fruits Shopkeeper and his son Imtiyaz Khan residents of Halmatpora, Tamheed Ahmed Khan son of Shakir Ali Khan ( originally hailing from Keran and now a Pakistan/POK based terrorist handler) resident of Keran , Roman Mushtaq Bhat son of Mushtaq Ahmed Bhat resident of Uri, Baramulla, Asif Rashid Hajam son of Abdul Rashid Hajam resident of Batergam, Kupwara, Sajad Ahmad Bhat (SPO) son of Ghulam Mohd Bhat resident of Gonipora Hyama, Ab Majeed Bhat ( Police Constable) son of Wali Mohd Bhat resident of Kunan Poshpora, Trehgam, Zahid Maqbool Dar (SPO) son of Mohd Maqbool Dar resident of Kunan Poshpora Trehgam, Abid Ali Bhat son of Haji Ali Mohd Bhat resident of Bohipora Kupwara, Tanveer Ahmad Wani – a contractor, son of Mohd Issaq Wani resident of Gulgam Kupwara, Nadeem Javed son of Javed Iqbal Naik of Uri Baramulla, and Tahir Ahmad Khan son of Amir Zaman Khan resident of Boniyar, Baramulla were arrested by different teams of Police Station Kupwara headed by SHO Mohd Rafiq Lone and DySP (Prob) Khadim Hussain under the supervision of DySP Hqrs Rashid Younis. The busting of this drug smuggling and peddling module has yet again exposed the direct involvement of Pakistan-based terrorist handlers in pumping into Kashmir Valley narcotics aimed to destroy Kashmiri youth. In this particular case, one Shakir Ali Khan, a Pakistan-based terrorist handler originally hailing from Keran has surfaced to be the main supplier of narcotics to his son Tahmeed Khan on this side of LoC. On Tahmeed’s confession and disclosure, two packets weighing close to 2.0 Kg of Heroin like narcotics substance have also been recovered from his house. Tahmeed used to transport it to Kupwara to sell it among his other arrested associates to earn huge money. Tahmeed’s father Shakir Ali Khan firstly crossed LoC in early 1990s to join terrorist ranks. After obtaining training in illegal arms and ammunition, Shakir infiltrated back and remained one of the top active terrorists of HM for quite some time in Keran – Kupwara sector. Feeling the heat from security forces, Shakir again crossed over LoC and exfiltrated to POK and is now a top terrorist handler also involved in pushing into Kashmir Valley, arms, ammunition and narcotics.

In this case FIR No.283/2022 of police Station Kupwara being investigated by a Special Investigation Team (SIT) headed by DySP (Prob) Khadim Hussain, it has surfaced during investigation that a quantity of about 5.0 Kg valued at rupees 5.0 Crores in the market has been smuggled in from Pakistan by the head of this module Tahmeed Khan during the last three months. Out of this 5.0 Kg narcotics, about 2.0 Kg has been recovered in the instant case, about 1.0 kg has been peddled among drug peddlers and addicts and about 2.0 Kg remains to be traced.

 

Pertinent to mention here that during the current year 85 cases have been registered against 161 persons in the district. 33 people involved in narcotics smuggling have been detained and lodged in different jails under PSA ( PIT-NDPS Act).

Srinagar, Dec, 23:- A high level delegation of Jammu Kashmir Teachers Forum met Divisional Commissioner Kashmir at Srinagar. The delegation comprising of UT Chief Spokesperson Bhat Javaid, Provincial President Kashmir Mohammad Akbar Dar, UT advisor Ghulam Nabi Kralpori, Press & Publicity Secretary Sameer Fida Hussain, Provincial Secretary Abdul Qayoom Mir, DP Bandipora Fayaz Ahmad Malik, DP Baramulla Zahoor Ahmad Malla & DP Srinagar Ayaaz Ahmad Bhat presented a 18 point memorandum to the worthy officer. While presenting the memorandum to Divisional Commissioner P.K Pole, Bhat Javaid the Chief Spokesperson of the forum requested the officer to use his good office for the resolution of the demands raised in the memorandum. Worthy Divisional Commissioner gave a patient hearing to the delegation and assured them that he will strongly advocate the issues raised by the forum with the concerned quarters. The main issues that were raised in the memorandum included:-

 

1) Infrastructure upgradation/augmentation needs to be undertaken on priority basis. Questions are being raised on the infrastructural deficit in our Schools. In order to achieve optimum success, the exercise needs to be kick started sooner than later.

2) The departmental Promotion from teacher to master has been halted since 2014 for unknown reasons. In the absence of well-defined career progression avenues, teachers are feeling dejected. DPC’s for the promotion of teacher to master should be held without any further delay.

3) The much hyped Annual Transfer Drive (ATD) which remained in the headlines from the last one year should be implemented now. The discrepancies should be eliminated and teachers posted in hard zones should be transferred to soft zones.

4) Framing of a comprehensive transfer policy for Grade II & Grade III teachers which again has been a persistent demand of Teachers Forum.

5) Identification of substantive posts for Grade II & Grade III teachers and shifting the left out teachers from supernumerary to substantive posts.

6) Abolition of incharge & Look after system which has already become a new nuisance in the department. The confirmation of all the look after and incharge cadre should be done promptly.

7) Scrapping of New Pension Scheme & bringing all the employees recruited on or after 01/01/2010 under the ambit of Old Pension Scheme.

8) The regional disparity in the look after list of headmasters needs to be removed. It is pertinent to mention here that the Department of School Education issued a look-after list of headmasters wherein only 438 masters from Kashmir region were given the look-after charge as against 568 masters from Jammu region. Additionally, masters of Jammu region promoted up to 2009 have been considered whereas their counterparts from Kashmir promoted beyond 2006 have been ignored.

9) Filling up the vacancy of J.D North besides the vacancies of C.E.O’s, D.E.P.O’s, DIET Principals, DIET H.O.D’s, Principals, Z.E.O’s, Z.E.P.O’s, Headmasters, Non-teaching and other allied staff.

10) Resolution of regularization, time-bound promotion and other issues of Grade II, Grade III, 3rd RRT’s and Unregularized R.T’s.

11) Resumption of In-situ Promotion of Reduced R.e.T’s.

12) Adjustment of all the promoted headmasters & Lecturers.

13) Bringing the teachers of JKUT at par with other UT’s of the country in terms of salary, allowances, grade and other emoluments.

14) Inclusion of service rendered by migrant substitute employees’ working in School Education Department in their service records.

15) Removal of pay disparity of masters in the pre-revised pay grade of 6500-10500.

16} Implementation of Minimum Wages Act for Consolidated Paid Workers (C.P.W’s), MDM cooks, Land donors, Chowkidars et al working in Education Department.

17) Framing of a cadre based Job policy for Contractual Employees working under erstwhile SSA now called by the name SAMAGRA.

18) Resolution of the long pending demands of Rehbar-e-Khel employees.
